Searching for New Water

Hi, I am new to the forum. I live in the 3 rivers district of Herts. I am considering campaigning/badgering or anything else to get the local council to provide a local/public boating facility. Has anybody tried to do this? Any help or advice would be appreciated. There is a lot of water round here but it only caters for full size canal work and sailing and model sailing boats. I can go to St Albans but as there is so much usable water round here I would rather stay local! Any help would be appreciated.
