Bait Boat

i am building a Bait Boat for a relative ,i am told to encase the Prop and Rudder in a tube open at both ends . i presume that this is to protect both from weeds .   What effect will it have on propulsion and particularly turning ?. i am using a medium rudder ,direct 540 motor with a 40mm 2 bladed prop.the boat is approx 600mm x 300mm with hoppers aboard .made of 6mm ply.
