              It is possible to drown in relatively shallow water, especially if the pond has a concrete bottom which can be very slippery. See Steamboat Phil's post on Model Boat Mayhem.

              I think the report has become garbled, (often the case with a tabloid) and maybe things have been misrepresented and taken off from there.

              It certainly does look as if the council official is being unreasonable in suggesting that the boater might fall in though. The same could equally apply to little old ladies or children overbalancing when feeding the ducks.

              It would not be unreasonable to ban anyone from actually entering the water.

              A bit of commonsense would have avoided this getting out of hand.

              The problem with asking officialdom for permission is that it often invites them to think up reasons for denying the request simply to cover themselves.

                Colin’s last scribbling are probably right (as usual). If they say yes and something happens it could be construed as the councils fault.

                        Hi Tim,

                        My adorable wife ordered this online online Tuesday and here it is up & running.

                        To be fair my old Burgess I bought second hand 30 years ago has been brilliant but is clapped out !!

                            Well that's the 'sailing on the pond' issue sorted then.

                            The water was too deep, the council official was too dense. There may have been a dense population of aquatic nuisance species bobbing on the surface too. Sorry, going away now…

                              I would not be without my bandsaws! I have one small ne and one big one. Invaluable.

                              Council motto… "if in doubt, rule it out"

                              UNLES its a controversial development of course when the addition of 3 affordable houses on a multi million pound estate makes ALL the difference.

                                    There was even dinghy sailing on our local "Stowe Pool" in Lichfield until an algae problem several years ago. For a while, they didn't even let the anglers use it but they're back now so I'm taking the opportunity to try out the sail boats on it until such time as someone says "Oi, stop!"

                                    I can't see I'm doing any more harm (less, actually) than the anglers

                                    btw:water is dense, equating to 1kg of buoyancy for every litre displaced (important, that, to us scuba divers)

                                    So, when I was helping our local Wildlife Trust prepare a Tern raft to go out on a lake, I pointed out that the four 5 gallon buckets filled with concrete as anchors probably weren't going to be enough, but they didn't believe me.

                                    It dragged.
