Generally, what will control a large motor will control a little one just as well. A badly designed ESC, whatever its current rating, or claimed current rating, might not start to give an output until you are at 1/4 throttle. The usual back story was that "it makes sure that the motor starts".
For fine control, the better option was a gradual increase in power offered before the motor actually started to turn with very little dead band. In the elder days, this caused the motor to hum or growl, in later ESCs, the motor whistles.
