yes to your question, you can set up the end points using the two potentiometers and have a biased travel, say more right than left. You can then also set the speed of travel, with the third potentiometer, though this speed is the same in both directions.
I use one on my Thames sailing barge for the rudder. The rudder on these boats is very big and if used with a standard servo it can look like a duck's foot flapping about, indeed, the standard servo speed will, when fully "sticked" side to side, cause the stern of the boat to move sideways too – not very realistic.
Take care as well with the voltage used, do not exceed the normal receiver 4.8V setup (or use a BEC that you've voltage checked). 6V will fry the chip!
