I've never done the epoxy route OUTSIDE a boat, but many have. I always use cellulose sanding sealer, many coats, rubbed down to a perfect finish, then self-etch primer/surfacer, sprayed and well rubbed down, then enamel paint, because it's tough as old boots if you use a quality paint, like Rustoleum or HMG. But epoxy (WEST) INSIDE to ensure waterproofing, definitely.
